3 Point Hitch Levelling Crank

My L3010 3 point hitch has a fancy levelling crank with a bent wire keeper to hold the handle down. Some of the time it works perfectly and sometimes it seems to skip a gear or two. The local Kubota dealer was kind enough to print out the exploded parts view for me and I took the thing apart as much as possible (it is a real pain - you have to drift out a bunch of pins). There appears to be nothing wrong with it except the gears do not mesh enough. This problem is supposedly correctable by putting another shim or two in under the gears. The problem is that I can't figure out how to get the gears out without cutting the weld off on the lower end of the thing.
Are these things really supposed to be repairable? The contractor who dug my new basement showed me the three point hitch rig that came with his Kubota (w/factory hoe) and it uses a simple and foolproof turnbuckle. I could just buy one of those, or I can also buy a generic made-in-China levelling crank that is s dead ringer for the Kubota crank for about $95.
Any ideas?

Just a couple more pins and the gears will be free of the shaft I believe but could and probably should look at the parts break down. They may be permenantly attached but I doubt it. We haven't seen the problem yet so it's not wide spread but easy to see it happen. ....
